Default Insulating Exposed Glass

Why is it that insulating windows against excessive heat gain and heat loss is not part of the discussion on energy conservation?

Even the most recent and advanced (and quite expensive) replacement windows only deliver an R-Value of about 4.5. Yes, it's an improvement but still a fraction of the adjacent walls. We've been "educated" to believe that storm windows are a necessity, yet they add only about 0.86 - hardly worth the time or investment.

Even if new windows address infiltration problems, losses due to conduction, convection and radiation remain (though the latter may have been reduced somewhat).
